Designing a Qualitative Model for the Development of Ethics Codes of Urban Management Based on Sustainable Development

Background: Ethics codes for urban management based on sustainable development are essential to enhance responsible decision-making, transparency, environmental protection, social equality, cooperation, and trust. They provide a guiding framework for urban managers to overcome the complex challenges of urban development while ensuring the long-term welfare of communities and the environment. The primary aim of the current research is to design a qualitative model for developing ethics codes for urban management based on sustainable development.
Method: The research method in this study is qualitative, employing content analysis. The research population includes city mayors, experts in urban management, academic professors who have conducted research in ethics, and managers of institutions and organizations affiliated with municipalities. The sampling method is snowball, with 15 individuals interviewed. The data collection tool was unstructured open interviews, and the qualitative analysis was conducted using MAXQDA software.
Results: The research findings indicated that the development of ethics codes for urban management based on sustainable development includes 58 indicators, 14 core codes, and 5 elective codes.
Conclusion: The development of ethics codes for urban management based on sustainable development encompasses urban sustainability, organization-based procedures for sustainable development, ethics codes of urban management based on sustainable development, strategy for expanding ethics codes based on sustainable development, and executive levels of ethics codes based on sustainable development.
