      中国农村经历了历史上力度最大的学校布局结构调整和基本普及学前教育,农村的村庄学校消失,村庄幼儿园兴起,农村幼儿园成了农村社会的文化高地。当前,农村学前教育治理存在治理主体“靠政府”,治理取向“唯城”“唯农”,治理目标“扶贫不扶志”,治理过程“治标不治本”等困境。农村学前教育治理的任务是推进农村学前教育均衡,改善农村学前教育公平,提高农村学前教育质量。农村学前教育治理的路径在于形成政府主导、社会参与的多元治理主体;建构供给时代发展和符合农村人文的治理取向;心系让每个孩子享有公平而有质量的治理目标;探索“标本兼治”的治理机制。
英文摘要:
      China's rural areas have experienced the most dynamic adjustment of school layout and the basic popularization of pre-school education. Rural schools disappeared and village kindergartens rose, so kindergartens became the cultural highland of rural society. Focusing on the problems exist in the current rural preschool education governance, which manifest in the governance of subject of education depends on the government, the governance orientation of "urban wind" and "rural wind", the purpose of governance of "poverty alleviation for people without ambition", the governance process of "untreatable root". The task of rural preschool education governance is to promote the balance of preschool education, improve the fairness of preschool education and improve the quality of preschool education in rural areas. Therefore, it is necessary to make efforts in the following four aspects: forming a multi governance subject with government led and social participation, construction of the supply era and the governance orientation to line with rural humanism, focus on ensuring fair and quality governance goals for every child, exploring the governance mechanism of " Resolving both Appearance and Essence ".
