A PANDEMIA DA COVID-19 E O TRATAMENTO AOS GRUPOS POPULACIONAIS VULNERÁVEIS PELO ESTADO BRASILEIRO: UMA ANÁLISE A PARTIR DA RESOLUÇÃO 01/2020 DA COMISSÃO INTERAMERICANA DE DIREITOS HUMANOS

This research aims to analyze the conditions of vulnerable people in Brazil during the Covid-19 pandemic, in light of the recommendations made in Resolution n. 01/2020 and the measures and actions applied by the Brazilian State. The situation of the groups mentioned in Resolution n. 01/2020 will be verified, namely: elderly people; persons deprived of liberty; women; indigenous indigenous peoples; migrants, asylum seekers, refugees, stateless persons, people trafficking and internally displaced persons killed; children and adolescents; LGBTQIA+ people; people of African descent and people with disabilities. The sexuality of the research is based on the consequences that the Covid-19 pandemic generated in people's lives. For this qualitative research, the inductive method is used, which consists of an analysis of the situation based on the report of the IACHR, from which a generic conclusion is reached, in an inductive way. It is concluded that although the Brazilian State has taken some measures with the intention of assuring the Human Rights of vulnerable groups, these actions were insufficient. Therefore, a mismatch can be inferred between what was proposed by Resolution 01/2020 of the IACHR and the measures initiated by Brazil.
