본 연구는 연구개발특구 제도의 효과를 기업 단위 자료를 활용하여 투자와 기업의 성장, 고용, 부가가치 성과를 통해 분석하였다. 특히, 외부감사 대상이 아닌 중소규모 연구소기업 표본을 통해 기존 연구에서 추정하지 못한 소규모 기업의 연구개발특구 입주 성과를 계량하였으며, 구축 효과 여부와 기간별 성과를 추정하였다. 연구개발특구 제도는 입주기업의 성장에는 부정적이었지만, 투자와 고용, 부가가치 향상에 긍정적으로 작용함을 확인하였다. 연구소기업의 경우 일반 입주기업 대비 투자활동을 활발히 하고 있었으나 부가가치 향상 등 여부를 찾아볼 수 없었다. 연구소기업은 연구개발지출이 감소하였지만 실물 투자 비중은 증가하였다. 대덕 특구에 입주한 기업은 전국 외감기업 대비 투자와 부가가치에서 유의미하게 뛰어난 것으로 나타났으나, 장기적으로 생산성 하락이 의심되었다. 또한, 후발 특구 입주기업의 투자를 독려할 제도적 장치가 필요할 것으로 보인다.

This study analyzed the effectiveness of the Korean R&D-focused Innovation Cluster (INNOPOLIS) system through the performance of investment, growth, employment, and productivity using firm-level data. Although the INNOPOLIS system was negative for the growth of tenant firms, it was confirmed that it was positive for others. Lab enterprises were more active in investment activities than ordinary tenant firms were. Although R&D expenditure has declined, these lab enterprises have focused more on real investment. The long-term productivity decline of enterprises operating in the Daedeok INNOPOLIS was suspected. It was confirmed that performance improvements were made at firms that moved into INNOPOLIS.
