طراحی مدل سیاستگذاری با رویکرد سیاست های کلی نظام اداری

چکیده

پژوهش حاضر با هدف طراحی مدل سیاست‌گذاری در سازمان تأمین اجتماعی، با رویکرد سیاست‌های کلی نظام اداری انجام شد. این پژوهش به‌لحاظ ماهیت داده، کیفی و به‌لحاظ هدف، کاربردی است. مشارکت‌کنندگان پژوهش (جامعۀ آماری) را کارشناسان خبره در حوزۀ رفاه اجتماعی (حداقل داشتن مدرک دکترا و ده سال سابقۀ کار)، به تعداد شانزده نفر (نمونۀ آماری) تشکیل می‌داد که پایان نمونه‌گیری با استفاده از فن اشباع نظری تعیین شد. روش گردآوری اطلاعات مصاحبۀ نیمه‌ساختاریافته بود که برای دستیابی به صحت و اعتبار مطالعه، از معیارهای اعتبار و اعتمادپذیری در مراحل پژوهش بهره گرفته شد تا حداکثر اطمینان حاصل شود. برای بررسی روایی از خبرگان آشنا با مباحث استفاده شد و برای پایایی کار نیز از همکاری دو کدگذار استفاده شد و مورد تأیید قرار گرفت. تجزیه‌وتحلیل اطلاعات و داده‌ها نیز با استفاده از تکنیک مضمون یا تم انجام گرفت. نتایج مصاحبه‌های جمع‌آوری‌شده از خبرگان و انجام سه مرحله کدگذاری براساس مراحل کلارک و براون (1401) نشان داد مدل سیاست‌گذاری در سازمان تأمین اجتماعی شامل 5 عامل عملکردی، کارکردی ـ ساختاری، ایجابی، برون‌سازمانی و بهبوددهنده‌ها و 38 کد است.

چکیده [English]

The aim of this study was to design a policy model in the Social Security Organization with a general policy approach ofThe current Study focuses on designing a policy making model in the social welfare organization through the general policies of the administrative system. This is a qualitative and practical research. The participants of the study included experts in the social welfare (those who have PhD and 10 years of work experience), which consisted of 16 individuals selected through saturation theory technique. The data collection was done through semi-structured interview the validation of which was well-assured. The validity of the data was confirmed by the experts and the reliability was done by interrater method. The data were analyzed through thematic analysis. The findings were coded in three stages based on Clark and Brown (2022) procedure, which showed that the policy making model in the social welfare consists of five factors: practical, functional-structural, executive, implicative, exo-organizational, ameliorative, and 38 codes.
