انتخاب سبد بهینه در پروژه‌های تحقیق و توسعه کشاورزی با رویکرد تصمیم‌گیری چندمعیاره خاکستری

چکیده

به‏ دلیل چالش ­های عصر حاضر و تأثیر پروژه ­های تحقیق و توسعه بر تداوم آنها، برخی سازمان­ ها در این پروژه­ ها سرمایه­ گذاری می­کنند. پژوهش حاضر با هدف انتخاب سبد بهینه پروژه­ های تحقیق و توسعه کشاورزی در مرکز تحقیقات و آموزش کشاورزی و منابع طبیعی فارس انجام شد. پژوهش از نظر هدف کاربردی و بر اساس ماهیت توصیفی- پیمایشی بود. نخست، با مطالعه پیشینه پژوهش و مصاحبه با خبرگان، شاخص­ های مؤثر بر ارزیابی پروژه ­ها شناسایی و پروژه­ های تحقیقاتی از طریق تکمیل پرسشنامه توسط کارشناسان ارزیابی شدند. محاسبة وزن شاخص ­ها با روش آنتروپی شانون خاکستری صورت گرفت و «میزان اهمیت پروژه در میان اولویت ­های پژوهشی سازمان»، «میزان اثربخشی یافته ­های طرح تحقیقاتی بر بحران آب» و «نوآوری پروژه در سطح استانی و ملّی» مهم­ترین شاخص ­ها بودند. سپس، پروژه ­ها با رویکرد نظریه خاکستری اولویت ­بندی شدند. به‏ منظور اعتبار­سنجی نتایج مدل، پروژه ­ها با روش کوپراس خاکستری نیز ارزیابی شدند و با مقایسه نتایج، مشاهده شد که رتبه پروژه­ ها در همه موارد یکسان نیست. بنابراین، با استفاده از روش کپ­لند، رتبه ­ها ادغام شدند و رتبه نهایی هر پروژه مشخص شد. با توجه به نتایج به ‏دست ‏آمده، بودجه کل به پروژه‏ های با اولویت بالاتر تخصیص داده و سبد بهینه پروژه تعیین شد. نتایج پژوهش می­ تواند برای اولویت ­بندی پروژه­ ها و تشکیل سبد بهینه در سازمان­ های پروژه‏ محور از جمله مراکز علمی و تحقیقاتی مورد استفاده قرار گیرد.

Some organizations due to the challenges of the present age and the impact of Research and Development projects on the continuity of them, invest in these projects. The purpose of this study is selecting the optimal portfolio of agricultural Research and Development projects in Fars Agricultural and Natural Resources Research and Education Center. The research is applicable from the purpose aspect and is descriptive-survey method based on essence. By studying the literature and interviewing with experts, project evaluation attributes were identified and 16 projects were evaluated by experts. The attributes weight was calculated by the grey Shannon entropy method that "time risk", "technical backup existence" and "risk execution" are the most important attributes. Then projects were prioritized with the grey theory approach. In order to validate the model results, the projects were evaluated with COPRAS-G method which was seen by comparing results, the rank of projects is not identical in all cases. Therefore, by using the Copeland method, the ranks were combined and the final rank of each project was calculated. According to the results, the total budget was allocated to higher priority projects and the optimal project portfolio was determined. The results of this study can be used to prioritize the projects and to form optimal portfolio in project-oriented organizations such as scientific and research centers.
