مدل مدیریت تعارض ذینفعان بازآفرینی شهری برپایه حکمروایی همکارانه

چکیده

تعارض‌های بین ذینفعان بازآفرینی شهری موجب ناسازگاری، اختلاف نظر، ناهماهنگی در درون یا بین ذینفعان است که عدم مدیریت آن، مانع بهره‌گیری از ظرفیت کامل مشارکت و درنتیجه موجب عدم تحقق بازآفرینی شهری می‌شود. از این رو، شناخت تعارض‌های موجود بین ذینفعان و ارائه الگوی مدیریت تعارض متناسب از اهمیت بسزایی برخوردار است. شناخت مؤلفه‌های تأثیرگذار بر مدیریت تعارض ذینفعان بازآفرینی شهری مبتنی بر رهیافت حکمروایی همکارانه، موجب تنظیم روابط متقابل میان ذینفعان (دولت ملی، اجتماع محلی، بخش عمومی و خصوصی) می‌شود و با بهره‌گیری از هم‌رأیی حاصل از این رهیافت، اتحاد و قدرت اجرایی ذینفعان درگیر، بیشتر و زمینه تحقق اهداف بازآفرینی اجتماع محلی فراهم می‌گردد. هدف این مقاله، ارائه مدل مفهومی «مدیریت تعارض ذینفعان بازآفرینی شهری بر پایه حکمروایی همکارانه» است. به منظور دستیابی به این مدل، مفاهیم پایه، شامل طراحی نهادی بازآفرینی شهری، رهیافت‌های مدیریت تعارض و حکمروایی همکارانه که بر تعارض بین ذینفعان بازآفرینی اجتماع محلی و روابط متقابل بین ذینفعان تأثیرگذار است، تبیین شده و عناصر و اجزای مرتبط با هرکدام و روابط حاصل از آن مشخص شده است. برپایه مدل پیشنهادی، پس از شناخت انواع تعارض بین ذینفعان اجتماع محلی، یعنی تعارض‌های شناختی، منافع، هنجاری، رفتاری، متناسب با سبک‌های مختلف مدیریت تعارض اعم از رقابت، همکاری، سازش، اجتناب، مصالحه، وضعیت هریک از انواع تعارض در روند مدیریت مداخلۀ طرح بازآفرینی شهریِ اجتماع محلی مشخص می‌شود. متغیرهای اعتماد، درک، مشروعیت و تعهد از اساسی‌ترین مؤلفه‌های تأثیرگذار در فرآیند همکارانه است که در نهایت موجب ظرفیت‌سازی نهادی و اثربخشی فرآیند حکمروایی همکارانه در مدیریت مؤثر تعارض بین ذینفعان بازآفرینی در اجتماع محلی می‌شود.
