تحلیلی انتقادی بر فلسفه اخلاق در عرصه مدیریت دولتی و حکومتداری

چکیده

در نوشتار حاضر موضوع و فلسفه اخلاق که امروزه به عنوان یک چالش اصلی فراروی نظام اداری، مدیران و کارگزاران دولتی قلمداد می‌گردد، مورد تحلیل، بررسی و مداقه قرار می‌گیرد و بر این مهم تاکید می‌گردد که تصمیم‌ها، خط‌مشی‌ها و سیاستگذاری‌ها در عرصه مدیریت دولتی و حکومتداری می‌بایست بر منافع ملی، خیرخواهی و خواست مردم استوار باشد، و کارگزاران دولتی همواره باید تلاش نمایند تا ادراک منفی مردم را نسبت به عملکرد و تصمیم‌های خود، کاهش دهند و این مهم همواره به عنوان یک اصل اخلاقی برای تمامی حکومت‌ها تلقی می‌گردد. در نوشتار حاضر، چرایی اخلاق در بخش دولتی و برخی از ویژگی‌های اخلاقی کارگزاران دولتی مورد اشاره قرار خواهد گرفت و سپس موضوع پارادکس فاصله که بیانگر ادراک منفی عموم جامعه از اخلاق مدیران دولتی و سیاست‌مداران است، مورد مطالعه قرار می‌گیرد. نگارنده در نوشتار حاضر در صدد است تا موضوع اخلاق در عرصه مدیریت دولتی را با توجه به موضوعات مطروحه فوق، مورد تحلیل و واکاوی قرار دهد.

چکیده [English]

In the current research, the subject as ethics considered as the main challenge the administrators and agencies are facing is analyzed and deliberated and this issue is emphasized that the policies and policy making in the field of Public Administration and Governance have to be based on the national interests and public will and this significant matter is constantly taken as an ethical principle for all governments .Thus ,the goal behind the ethics analysis in this study is to count and extract the fundamental principles of public ethics that seems many administrators and agencies of public sector, especially in some developing countries pay little attention to these principles and standards and only verbally adhere to such principles to reduce the pressures and attract the citizens' attention and this statement in society merely creates ambiguity and confusion for the citizens and in practice, it doesn’t help solve the public system challenges and issues .Thus to perceive the ethical principles and standards deliberated in this work can pave the ground for a democratic society development and increase the political system legitimacy and promote public confidence in the government.
