Abstract

This paper analyses the necessity and main problems of developing agricultural catastrophe insurance in Hainan Province. According to the actual situation and characteristics of the catastrophe risk in Hainan Province, it is pointed out that Hainan Province should develop agriculture insurance from the following aspects: defining the goal of developing agricultural catastrophe insurance, defining the responsibilities of relevant parties, adopting the business model of commercial insurance companies under the leadership of the government, establishing the reserve fund the risk compensation fund for agricultural catastrophe insurance, strengthening publicity, and vigorously improving the grass-roots service system of agricultural catastrophe insurance Catastrophe risk insurance.
