Abstract

This paper raises the issue of legal resilience in Indonesia in dealing with the phenomenon of social media buzzer which is present as a result of social media development in the contemporary era. Social media can be accessed and used by anyone in Indonesia who has the ability to use the technology needed, currently there are no rules that specifically regulate the use of social media even though Indonesia already has Act Number 11 of 2008 concerning Information and Electronic Transactions, but in fact, it has not been able to anticipate the phenomena of buzzer that are present as a result of the development of social media. Identification of the problem under study is how arrangements in Indonesia related to social media buzzer and how steps can be taken by the Government of Indonesia to be able to anticipate the increasingly widespread conflict that occurs as a result of the social media buzzer activities. This research is normative legal research, using a conceptual approach, using primary, secondary and tertiary legal materials. Analysis of legal material is done using qualitative analysis, with deductive reasoning. The results of the study indicate that the buzzer is not something that forbidden, they should make specific legal rules about registering on social media and create a system for resolving social media buzzer based on character building education so the people will use social media positively
