Translations of DigComp 2.0 in the European skills, competences and occupations classification (ESCO)

The multilingual classification of European Skills, Competences, Qualifications and Occupations (ESCO) integrates the 21 DigComp competences with its five competence areas in the ESCO skills pillar. In this document, the European Commission publishes the ESCO translation of the DigComp competence areas (Dimension 1) and their descriptors together with the 21 competence titles and descriptors (Dimension 2) as they are integrated in ESCO. The translations are from English into 23 EU official languages in addition to Icelandic and Norwegian. This document does not include the Arabic version. The translations were made by the European Commission's Translation Services and then checked by ESCO's national contact officials at public employment services and employment Ministries. This report was produced in collaboration with the JRC Seville's researchers in charge of the DigComp framework and the members of the DigComp community of practice (https://all-digital.org/invitation-to-digcomp-cop/). In ESCO v.1.0, DigComp is aligned with the ESCO data model. This required some changes to the original DigComp wording in order to successfully integrate it in the skills pillar. Hence, in ESCO, titles are not capitalised and they do not use a gerund form. In some cases, additional words were added to disambiguate the concepts and clearly place them in the digital domain (e.g. DigComp “Protecting devices”, ESCO “protect ICT devices”). Importantly, in the cases of “programming” and “protecting devices”, ESCO applied a different definition/description. Also, the competence area “information and data literacy” has been transformed into “digital data processing”. These changes are documented in detail here with the list of DigComp competence descriptors (Dimension 2) and their corresponding URIs. Besides ESCO requirements, as past experiences with DigComp report translations have shown, the inevitable potential diversity of interpretations in this process may lead to different results, with minor changes being sometimes significant. In this document, the tables display first the original DigComp formulation, the corresponding terminology used in ESCO and then the translation of the ESCO version. It is worth mentioning that the sequence of competences in this document differs from that of the DigComp framework. The ESCO interfaces allow users to download DigComp titles and descriptors via the download page of the ESCO portal or access them through the ESCO API.In the near future, the ESCO portal will support filtering of the DigComp competences and competence ares through the skills group called “DigComp”. The competences will be listed in a hierarchical structure, i.e. 21 competences are classified across five competence areas and they contain various metadata, such as preferred terms in 27 languages and descriptions.
