본 연구는 보호서비스 제공인력의 직무를 확인하고 직무수행을 위해 필요한 역량을 도출하는 것을 목적으로 한다. 이를 위해 아동보호전문기관, 노인보호전문기관, 장애인권익옹호기관, 가정폭력상담소에서 근무하는 보호서비스 제공인력을 대상으로 DACUM 기법을 활용하여 직무분석 워크숍을 진행하였다. 보호서비스 직무를 구성하는 책무를 도출하였으며, 도출된 책무의 수행 현황 및 인식을 확인하기 위해 116개의 보호서비스 제공기관을 대상으로 실태조사를 실시하였다. 분석결과 사회복지 업무와는 상이한 보호서비스 영역의 고유한 직무가 확인되었으며, 핵심책무로는 학대조사, 서비스 제공, 사례 지원, 피해자 회복지원 등의 책무가 선정되었다. 이를 바탕으로 보호서비스 업무 수행을 위해 필요한 역량을 도출하였다. 본 분석결과를 토대로 통합적 보호서비스 제공을 위한 표준직무 개발 및 교육ㆍ훈련 과정 설계를 제안하였다.

The purpose of this article is to confirm the job characteristics of protective service workers and to derive the necessary competencies to perform their duties. For this purpose DACUM (developing a curriculum), a job analysis method, was used for protective service workers working in the Child Protection Agency, Elder Protection Agency, Advocacy Agency for Persons with Disabilities, and Domestic Violence Counseling Center. Through the DACUM workshop, the unique tasks of protective service were derived. In order to confirm the status and perception of the confirmed tasks, a fact-finding survey was conducted targeting 116 protection agencies. As a result of the analysis, unique tasks in the protective service area different from social welfare work was identified and core tasks such as abuse investigation, service provision, and recovery support were selected. Based on this, competencies necessary to perform protective service tasks were confirmed. This article will be helpful in designing education and training courses and developing standard jobs for the provision of integrated protective services.
