오늘날 변호사는 자유와 권리를 보호하고 향상시키며, 정의를 실현하기 위하여 노력하고, 공공의 이익을 위하여 봉사하며, 법령과 제도의 민주적 개선에 노력하여야 한다. 변호사의 역할이 이러하다면 특정 국가의 실상을 이해하기 위해서는 그 나라의 변호사제도를 살펴보는 것도 하나의 방법일 것이다. 본고는 북한의 변호사제도를 통하여 북한의 인권의식과 정의관은 물론 대외정책에 대해 알아보는 것을 목적으로 하였다. 이 연구를 위해 꼭 필요한 북한의 법 현실에 대한 자료에 접근하는 것이 쉽지 않았다. 이러한 한계 때문에 북한법령집에 게재된 변호사법과 선행연구에 대한 분석을 통한 문헌연구에 한정할 수밖에 없었다. 북한의 법률체계가 우리에 비하여 낙후된 것으로 보일 수도 있지만, 나름대로의 분쟁을 해결하는 규칙은 존재할 것이다. 형식적인 법률보다는 주민의 생활에 직접적인 영향을 미치는 현지의 규칙을 알려주는 변호사가 존재한다는 의미에서 북한의 변호사제도에 대한 지속적인 연구를 기대한다.

Today, Attorneys-at-Law should protect and improve freedom and rights, strive to realize justice, serve the public good and strive for democratic improvement of laws and institutions. If the role of a Attorneys-at-Law is this way, it would be one way to look at the country's Judicial system to understand the reality of a particular country. The article aims to learn about North Korea's human rights awareness and justice as well as its foreign policy through the North's Judicial system. It was not easy to access data on North Korea's legal realities, which were essential for the study. Because of this limitation, it has been forced to limit the study of literature through analysis of the law of lawyers and preceding studies published in the North Korean statute book. While North Korea's legal system may appear to be lagging behind ours, there will be rules to settle disputes in their own right. We expect continued research on North Korea's legal system in the sense that there are lawyers who inform local rules that directly affect the lives of the people rather than formal laws.
