چکیده

امروزه، اصلی­ترین هدف هر سازمان دستیابی به مدیریت دانش و توسعه منابع انسانی است؛ بنابراین، در محیط رقابتی امروز نیاز به چارچوب­های مدیریت ­دانش به‌ویژه در بحث جانشین­پروری بیش‌ازپیش احساس می­شود. پژوهش حاضر با هدف طراحی مدل مدیریت­ جانشین­پروری برمبنای مدیریت دانش در وزرات ورزش­ و­ جوانان، با روش پژوهش کیفی و با ماهیت اکتشافی بنیادی انجام شد. با روش نمونه­گیری گلوله­برفی و براساس مصاحبه­های عمیق و نیمه­ساختار­یافته با 21 نفر از خبرگان دانشگاهی و افراد دارای تجربیات مدیریتی در وزارت ورزش، داده­های پژوهش جمع­آوری شد و براساس نظریة داده‌بنیاد و با رویکرد کلاسیک، داده­ها کدگذاری و تجزیه‌وتحلیل شد. درنهایت، مدل زمینه­ای براساس رویکرد کلاسیک گلیزر (1992) طراحی شد. نتایج پژوهش نشان داد که برای پیاده­سازی جانشین­پروری دانشی، در ابتدا برای بستر­سازی اولیه به مجموعه‌ای از الزامات شامل فرهنگ­سازی، حمایت و تعهد مدیران ارشد، شفاف‌سازی در امور مدیریت منایع­انسانی، الزامات قانونی، پشتیبانی­های اقتصادی، بسط فناوری و استقرار نظام شایسته‌سالاری نیاز است. همچنین، اقدامات اجرایی لازم به‌ترتیب در هفت مرحله شامل استقرار نظام مدیریت دانش، شناسایی مشوق­ها، تعیین کمیتة جانشین­پروری، شناسایی پست­های کلیدی، تعیین شاخص­های ورود افراد به طرح جانشینی، ارزیابی و انتخاب کاندیداها و توانمند­سازی کاندیداها، دسته­بندی شدند.درنهایت، مشخص شد که می­توان با الگوسازی این مدل به تعیین شاخص­های استقرار نظام جانشین­پروری دانشی در وزارت ورزش و جوانان اقدام کرد.

چکیده [English]

Today the main goal of any organization is to achieve knowledge management and human resource development .Therefore, in today's competitive environment, the need for its managerial frameworks, especially in the field of succession, is felt more than ever. The purpose of this study was to design a model of succession management based on knowledge management in the Ministry­ of Sport which was carried out with qualitative research method with fundamental exploratory nature. The research data were collected through a snowball sampling method based on deep and semi-structured interviews with 21 academic experts and individuals with managerial experiences in the Ministry of Sport. Based on Grounded theory and with classical approach, data was coded and analyzed and finally the model was designed based on the classic approach of Glaser (1992). The results showed that for implementation of Succeeding knowledge for initial context, a set of requirements, including culture, support and commitment of senior managers, transparency in affairs of management of human resources,legal requirements, economic support, technology development and establishment of a meritocracy system is required; In addition, the necessary executive measures were classified in7stages, respectively, including Establishment of knowledge management system, identification of incentives, the determination of succession committee, the identification of key posts, the determination of the entering of individuals to the succession plan, assessment and selection of candidates, and enablers of candidates. Finally, it was determined that modeling could be used to determine the indicators for the establishment of a knowledge succession system in Ministry of Sports and Youth.
