The purpose of this paper is to evaluate the new area-wide traffic calming project “Community Zone”, especially in the ability of improvement in safety and quality on living environment. With detailed accident data, vehicle speed survey, and questionnaire survey, we show the advantage and problems of this project. We found that the number of accident will be reduced by this project. But, in order to make it more attractive project, we have to find new measure for treating with bicycle and narrow streets.
