چکیده

باوجود سهم انکارناپذیر معادن کوچک مقیاس مقیاس و سنتی (ASMs) در بخش صنعت معدنی و کسب‌کارهای کوچک مقیاس (SME) تعریف مشخص و فراگیری برای این گونه معادن ارائه نشده یا هر کشوری استانداری متناسب با شرایط خود ارائه کرده و در بیشتر موارد این بخش زیرشاخه SME منظور شده است. حال آنکه نحوه فعالیت این معادن از نوع ذخیره تا روش استخراجی و فروش، کاملا متفاوت با معادن بزرگ مقیاس (LSM) می‌باشد. لذا ارائه مدل جامعی در ترکیب با تعاریف SME و LSMs می‌تواند موجب تسهیل در سیاست‌گذاری، نظارت و تحلیل عملکرد آنها گردد . در این تحقیق طی بررسی کارهای پیشین، استاندارد کشورهای مختلف در حال توسعه در رابطه با معادن کوچک‌ مقیاس جمع‌آوری گردید تا معیارهای اصلی یک تعریف واحد حاصل شود. در ادامه، با تلفیق رویکردهای مذکور و بررسی استانداردهای مرتبط کشور، مدل جامعی برای دسته‌بندی معادن در چهار طبقه کوچک، متوسط، بزرگ و خیلی بزرگ براساس چهار معیار اصلی نوع ذخیره یا معدن، تعداد نیروی انسانی، میزان سرمایه‌گذاری ثابت و صورت مالی سالیانه ارائه شد. مرزهای سطوح در دو معیار اول براساس استاندارها و تعاریف موجود در داخل کشور تعریف شد تا طبقه‌بندی ارائه شده کمترین چالش را با شرایط فعلی داشته باشد.
