چکیده

استان‌های مرزی ایران همواره در فرآیند توسعه با نابرابری، عدم تعادل­های فضایی و محرومیت مواجه بوده­ اند. این مقاله با هدف تعادل بخشی به روند رشد و توسعه­ شهرستان­ های استانِ کرمانشاه بر مبنای مدل حکمروایی شایسته ارائه‏ شده ­است. روش پژوهش توصیفی-تحلیلی و از نوع کاربردی–توسعه­ ای است؛ جامعه پژوهش، کل استان کرمانشاه و نیز نمونۀ پژوهش در بخش تحلیل وضعیت تحقق حکمروایی، 101 مورد از کارکنان میانی و پایۀ ادارات کل سازمان­ های اجرایی مرتبط با آمایش استان می­ باشد. پژوهش در 2 مرحله انجام و تحلیل‌شده است. در مرحله اول، 11 شاخص موثردر روند رشد و توسعه شهرستان ­های استان مرزی کرمانشاه در سه بعد اقتصادی، اجتماعی و زیرساختی، شناسایی، انتخاب و در قالب مدل تاپسیس تحلیل‌شده‌اند. در مرحله ­د­وم، اصول 6 گانه حکمروایی شایسته ازطریق آزمون فریدمن و آزمونT  بررسی و تحلیل شدند. نتایج پژوهش نشان داد سطح توسعه­یافتگی دارای شکاف عمیق بوده و ازیک‌طرف  امکان رقابت‌پذیری اقتصادی در سطح محلی، منطقه‌ای، ملی و حتی با استان هم‌جوار در کشور عراق در حداقل قرارگرفته است. نتایج این پژوهش نشان داد سه اصلِ مشارکت با مقدار 0.0001، کارایی با مقدار 0.019و اثربخشی با مقدار0.0016 از اصول حکمروایی شایسته، در استانِ مرزی کرمانشاه از شرایط عادی و مناسبی برخوردار نیستند. به همین منظور می ­توان از مهم‌ترین راهبردهای مؤثر جهت بهبود شرایط نتیجه‎ گرایی، اثربخشی و مشارکت در استان کرمانشاه، به: تقسیم‌کار مناسب و تأکید بر شایسته­ سالاری، گزارش دوره­ای از کیفیت ارائه خدمات در شهرستان­ ها به متولیان امور، تحقق الگوی متوازن توسعه چندمرکزی در استان، تهیه برنامه برای استفاده از ظرفیت هم‌جواری استان کرمانشاه با کشور عراق با توجه به اشتراکات دو کشور، اشاره نمود.
