ابزارهای اقتصادی مدیریت منابع طبیعی و محیط‌زیست؛ مطالعه موردی: پرداخت بهای خدمات اکوسیستمی(PES)

چکیده

اکوسیستم‌ها  منشأ تولید و عرضه خدمات وسیعی برای جوامع انسانی در سرتاسر دنیا بوده و یکی از عناصر مهم برای تأمین رفاه اقتصادی و بهزیستی به شمار می‎آیند. امروزه، تلاش برای مدیریت صحیح و اصولی اکوسیستم‌ها، پیش‌شرط جلوگیری از بروز پیامدهای ناشی از سوء مدیریت آن‌ها تلقی می‌شود. بررسی عملکرد بسیاری از نهادهای  دست اندرکار حفاظت از محیط‌زیست در جهان در طی دهه‌های اخیر و از جمله در ایران، از این واقعیت حکایت دارد که تمرکز جهت‌گیری‌ها و سیاست‌های حفاظت از محیط‌زیست، بیشتر متکی بر اعمال سیاست‌های دستوری و ارشادی بوده و کمتر از رویکردهای اقتصادی که در چارچوب ابزارهای اقتصادی بیان می‌شوند، سود برده شده است. بنابراین استفاده از ابزارهای اقتصادی در کنار قوانین و مقررات می‌تواند نقش اساسی و تعیین‌کننده‌ای برای حفاظت از محیط‌زیست ایفا کند. در حال حاضر ابزارهای مختلفی در این زمینه وجود دارد که باید در انتخاب این ابزارها دقت کافی داشت و امکان استفاده از یک ابزار در تمام اکوسیستم‌های دنیا وجود ندارد. در این میان، «پرداخت به ازای بهره‌مندی از خدمات اکوسیستمی» (PES) یکی از ابزارهای اقتصادی مدیریت منابع طبیعی و حفاظت از محیط‏زیست می‎باشد که در سال‎های اخیر در بسیاری از نقاط دنیا استفاده شده و نسبت به بسیاری از ابزارهای مدیریت منابع طبیعی نتایج مناسبی در پی داشته است. از مزایای این روش نسبت به سایر ابزارها، می‎توان به مشارکت دادن بهره‎برداران و جوامع محلی در آن اشاره کرد که استفاده از آن را راحت‎ و رسیدن به نتایج مورد نظر را دست یافتنی می‎کند.
