راهبردهای توسعه کشاورزی چندکارکردی در شهرستان دهلران (استان ایلام)

چکیده

شهرستان دهلران به‌عنوان قطب تولید استان ایلام، باوجود فاصله زیاد از کشاورزی چندکارکردی، با مشکلات فراوانی در حوزه­ی کشاورزی، منابع طبیعی، محیط‌زیست و وضعیت اقتصادی روبه‌رو است که چنان­چه برای حل این مشکلات و رفع آن‌ها تدابیری اتخاذ نگردد، چالش­های بیشتری گریبان­گیر نسل حاضر و آینده کشاورزی و روستایی این شهرستان خواهد شد. از آنجایی که توسعه کشاورزی چندکارکردی مستلزم توجه به برنامه‌ریزی و راهبرد متناسب با شرایط هر منطقه می­باشد، در این مطالعه­ی کیفی، به تدوین راهبردهای توسعه کشاورزی چندکارکردی (MFA) در شهرستان دهلران اقدام شد. از بین کارشناسان و صاحب­نظران کشاورزی چندکارکردی به تعداد 21 نفر به‌صورت هدفمند مصاحبه عمیق و نیمه­ساختارمند به عمل آمد. پس از تکمیل مصاحبه­ها در پنج‌گام از تکنیک راهبردی Meta-SWOT بر مبنای تئوری مبتنی بر منابع، جایگاه شهرستان دهلران در مقایسه با رقبا، منابع و موانع موجود و مؤثر بر توسعه MFA شناسایی شد. پس از تحلیل مصاحبه‌ها و ارزیابی تأثیر هرکدام از منابع بر عوامل محیطی و تناسب آن‌ها با اهداف، نقشه­ی راهبردی ترسیم شد. در بررسی تمام جوانب نقشه­ی راهبردی، سه قابلیت کمیاب، تقلیدناپذیر و غیرقابل جایگزین، یک قابلیت با بیشترین تناسب راهبردی، یک عامل محیطی به‌عنوان مهم‌ترین و قدرتمندترین مانع برای رشد و توسعه MFA شناسایی شد. درنهایت با قضاوت هر یک از عوامل داخلی و محیطی،  15 راهبرد مطلوب جهت توسعه MFA به ترتیب میزان اهمیت با استفاده از تکنیک AHP تدوین شد. با اجرایی کردن راهبردهای تدوین‌شده، می‌توان به تقویت و توسعه قابلیت­ها و رفع موانع موجود کمک کرد و با برنامه‌ریزی درست شاهد توسعه هر چه بیشتر کشاورزی چندکارکردی در آینده بود.
