تحلیل تماتیک شاخص‌های ارزیابی علم، فناوری و نوآوری کشورهای منطقه سند چشم‌انداز 1404

چکیده

توجه به شاخص‌های بین‌المللی ارزیابی علم، فناوری و نوآوری2 برای تعیین جایگاه کشورها در این زمینه و نیز رقابت‌پذیری آنها لازم است ولی در مجموع، از نظر کاربرد در سیاست‌گذاری علم، فناوری و نوآوری در کشورهای در حال توسعه، کارایی و اثربخشی مطلوبی ندارند. به دلیل این محدودیت، بسیاری از کشورهای در حال توسعه نیز به ایجاد نهادهایی برای انجام ارزیابی‌ها، سنجش‌ها و توسعه چارچوب‌های ارزیابی پرداخته‌اند. در همین راستا، هدف پژوهش حاضر بررسی شاخص‌های ارزیابی علم، فناوری و نوآوری، حوزه‌های موضوعی آنها و خلأ‌های موجود در کشورهای در حال توسعه است.
در این مقاله، تعدادی از کشورهای منطقه سند چشم‌انداز 1404 به لحاظ اهمیت راهبردی آنها و بر اساس معیار دسترسی به اطلاعات‌شان انتخاب شده‌اند. سپس، از طریق مطالعات کتابخانه‌ای و با بررسی اسناد و مدارک موجود، اطلاعات مربوط جمع‌آوری و حوزه‌های موضوعی شاخص‌های ارزیابی علم، فناوری و نوآوری در این کشورها با روش کیفی تحلیل تم/ زمینه، بررسی، آمارگیری و توصیف شده است.
حوزه‌های موضوعی اصلی شاخص‌های علم، فناوری و نوآوری در کشورهای مورد بررسی عبارت‌اند از: سرمایه انسانی علم و فناوری و نوآوری؛ انتشارات علمی و اشاعه دانش؛ فناوری؛ نوآوری و رقابت‌پذیری؛ نهادها و محیط علم، فناوری و نوآوری؛ منابع مالی علم، فناوری و نوآوری و سرمایه‌گذاری. بر پایه نتایج، خلأها و کاستی‌های زیادی در زمینه شاخص‌هایی وجود دارد که اثرات اقتصادی و اجتماعی علم، فناوری و نوآوری را می‌سنجند و برای کشورهای در حال توسعه مهم‌اند.

چکیده [English]

Although attention to international evaluation indicators for science, technology, and innovation (STI) is necessary for determining the position of countries in this field and their competitiveness, in general, they are not efficient and effective to apply in STI policy in developing countries. Because of this limitation, many developing countries have also established institutions to conduct assessments and develop evaluation frameworks. In this regard, the purpose of this paper is studying the indicators of STI evaluation, their issue areas, and gaps in developing countries.
Several countries in Iran’s vision 1404 Document have been selected in terms of their strategic importance and based on the criteria of access to information. Then, through library studies and by reviewing the available documents, the relevant information has been collected, and the issue areas of the STI indicators in these countries have been studied, surveyed, and described with a qualitative method of thematic analysis.
The themes of STI indicators have been described. The main themes of STI indicators are: human capital of science, technology, and innovation; scientific publications and dissemination of knowledge; technology; innovation and competitiveness; institutions and environment of science, technology and innovation; financial resources of science, technology, innovation and Investment.
Based on the results, there is a large gap in the evaluation of the indicators for the economic and social impacts of science, technology, and innovation, which are very important for developing countries.
