Abstract

German Abstract: Die vorliegende Studie gibt einen Überblick über das Verständnis von Kohärenzpolitik im Bereich der Entwicklungspolitik in Österreich, zeigt deren Entwicklungen und Herausforderungen auf und diskutiert politische und verwaltungstechnische Ansätze zur Umsetzung des Konzepts "Politikkohärenz im Dienste der Entwicklung".

Einleitend wird die Relevanz des Konzepts von "Policy Coherence for Development" (PCD) für Österreich dargestellt. Einer Begriffsbestimmung folgt eine Sammlung von politischen Empfehlungen. Ein Kapitel der Studie widmet sich den internationalen (insbesondere europäischen) rechtlichen und politischen Verpflichtungen zu PCD unter Berücksichtigung von deren Verbindlichkeit für Österreich. Weiters werden Maßnahmen und Strukturen der österreichischen Verwaltung behandelt, die für den Verfolg von PCD relevant sind. Abschließend fasst die Studie die Ergebnisse einer Interviewserie zusammen, in der die konkreten Umsetzungsbemühungen von PCD in Österreich mit Expertinnen aus betroffenen Einrichtungen erhoben und Verbesserungsmöglichkeiten angesprochen wurden.

English Abstract: This study gives an overview over the implementation of "policy coherence for development" in Austria. It shows its recent developments and challenges and discusses solutions to related problems of politics and administration.

By way of an introduction, we demonstrate the relevance of the "Policy Coherence for Development" (PCD) concept for Austria. A clarification of terminology, then, is followed by a collection of policy recommendations. One main part of the study is dedicated to the international (particularly, European) legal and political obligations to PCD, paying particular consideration to their binding force for Austria. Measures and structures of the Austrian federal administration which are relevant to the pursuit of PCD are examined in another chapter. The results of an interview survey in which we discussed the struggle for PCD and ways how to improve PCD administration with experts from the pertinent institutions in Austria are added at the end.
