Políticas Para La Tragedia: Estado Y Expertos En Situaciones De Crisis

In this article, I address the social and political dimensions of the nightclub fire known as the Tragedy of Cromañón that occurred in Buenos Aires on 30 December, 2004. 194 young people died of asphyxiation during a rock concert in the night club that night. I analyze the participation of certain specialists in the policies of care to the victims. To produce a readability effect of the affected community, the experts measured, monitored and assessed psychophysical inscriptions caused by the fire, mobilizing technical terms such as Post Traumatic Stress Disorder and numerical indicators. These different types of specialized interventions naturalized family ties and contributed to normalize the status of the families of the deceased by defining them as victims/affected, in contrast to the survivors of the fire who had to pursue and overcome increasingly complex bureaucratic steps to be recognized and granted care. The case reveals that the technical decisions of the experts established a certain normativity that distinguished between pain, affections, and sufferings of different nature.

Resumen

En el presente artículo abordo las dimensiones culturales y sociales del incendio ocurrido en Buenos Aires en la noche del 30 de Diciembre 2004, conocido como la Tragedia de Cromañón. Allí murieron 194 jóvenes asfixiados durante un recital de rock. Aquí analizo la participación de ciertos especialistas en la política de atención a las víctimas. A fines de producir un efecto de legibilidad sobre la comunidad de afectados ellos midieron, controlaron y evaluaron las inscripciones psicofísicas del incendio. Para ello movilizaron términos técnicos como Trastorno por estrés postraumático e indicadores numéricos. A partir de esas intervenciones especializadas se profundizó la naturalización de los padres de los fallecidos como víctimas y damnificados. Esta situación contrasta con la de los sobrevivientes del incendio quienes debieron seguir circuitos cada vez más complejos y tecnificados para ser aceptados como destinatarios de la atención estatal. El caso revela que las decisiones técnicas de los expertos consagraron una cierta normatividad que distinguió entre afecciones, dolencias y sufrimientos de diferente naturaleza.
