The masses and decay constants of the octet pseudoscalar mesons are calculated to all orders of quark mass in terms of the effective meson theory. Consequently, the analytic functions of quark masses for the masses and decay constants are obtained. The decay constant ${\mathit{F}}_{\mathrm{\eta }}$ has been predicted and the three light quark masses are determined.
