Abstract
Properties of low-spin states in have been studied with the reaction. -ray angular distributions and excitation functions have been used to characterize the decays of the excited levels, and level lifetimes have been obtained with the Doppler-shift attenuation method. The one-phonon, mixed-symmetry strength is found to be concentrated in the state, which exhibits a strong transition to the first-excited state and a weak transition to the ground state. The data agree well with expectations of the neutron-proton interacting boson model.
