Abstract

Among the types of ecological environmental pollution, air pollution cannot accurately and accurately calculate the value loss of environmental damage due to its wide distribution, difficulty in monitoring, and complicated evaluation methods. The purpose of this article is to establish a value evaluation system for compensation of ecological environmental damage caused by air pollution, so as to more clearly assess the ecological environmental damage caused by air pollution by enterprises or individuals and compensate according to law. First of all, this article uses literature research and atmospheric environment data platform to understand the research status and compensation system of environmental damage caused by air pollution, and establishes the ecological environment caused by air pollution based on air pollution monitoring technology and related ecological environmental damage compensation legal systems. Then, according to the principle of fuzzy analytic hierarchy process, a value evaluation model based on fuzzy analytic hierarchy process was established to evaluate the ecological environmental damage caused by air pollution and to propose legal compensation for the enterprises or individuals that caused air pollution Finally, this paper uses air pollution simulation experiments to study the value evaluation accuracy of the ecological environment compensation value evaluation system proposed in this paper. Studies have shown that with a 95% confidence level, the accuracy of this article’s valuation system for the compensation value of ecological environmental damage caused by air pollution has reached 92.3%, which is of great significance for strengthening the supervision and protection of water pollution. Introduction

From the United Kingdom, where the industrial revolution was first realized, to China, where industrial technology is booming today, it is impossible to avoid environmental pollution, especially air pollution, caused by industrialization (Burke and Karen, 2018). How to effectively control the problem of air pollution has become one of the key issues to realize the harmonious development of man and nature in today’s society. A large number of studies have shown that the control of environmental pollution cannot be separated from the legal system (Ni et al., 2020). In order to allow enterprises and individuals to face up to the health hazards brought to people by air pollution and the adverse effects on the sustainable development of green ecology, the International Environmental Sanitation Management Organization and governments of various countries have passed relevant ecological environmental damage compensation systems to make people pay attention to the atmosphere. Pollution issues and stay alert (Rebai et al., 2016). However, due to the diverse types of environmental pollution, the degree of damage caused is also different, and some environmental pollution problems are difficult to accurately trace the source due to time and space factors. Therefore, the relevant ecological environment damage compensation system can only define whether enterprises and individuals cause environmental damage to environmental pollution. The extent of environmental damage and the value of compensation according to law cannot be accurately estimated and predicted (Jinfeng et al., 2018). In view of the above-mentioned current situation of air pollution supervision and governance and the difficulty in accurately assessing the value of environmental damage caused by air pollution, this paper studies the value evaluation system of compensation for ecological environmental damage caused by air pollution, thereby causing air pollution to enterprises and individuals. The ecological environment damage is evaluated. The value evaluation system of compensation for ecological environment damage in this study can propose legal compensation to companies and individuals that cause air pollution according to the relevant legal system for compensation for ecological environment damage, which makes people raise awareness of atmospheric environmental protection and is of great significance for the supervision and governance of atmospheric environment.

In order to study the ecological environment damage compensation system caused by air pollution, it is first necessary to have an in-depth understanding of air pollution detection and identification. For this, there are very mature research results and air pollution detection methods at home and abroad. For example, Li F used the Yangtze River Delta region of China as an example to estimate the air pollution transfer of inter-provincial power transmission (Li et al., 2018). The results show that in 2015 the Yangtze River Delta received 153.1 billion kWh of electricity from other regions, and air pollutant emissions were transferred to the power generation side of Shanxi, Sichuan, and Hubei through power transmission. This shows that the power transmission between provinces has profoundly affected China. How air pollutants and greenhouse gases are emitted. Liu J compares the nuclear damage compensation systems in the world, Japan and China, uses economic standards to test the efficiency of the system and proposes reform proposals, and conducts a normative analysis (Liu and Faure, 2016). Studies have shown that the nuclear damage compensation system is not only related to the extent to which victims can be fully compensated, but also related to encouraging the nuclear industry to improve safety.

International studies on compensation for environmental damage caused by air pollution have also achieved remarkable results. Lee reviewed the traditional damage categories stipulated in the 1965 Act and explained the changes in the liability system for nuclear facilities, and considered the introduction of new compensation categories into the nuclear damage compensation system (Lee and Stech, 2018). The results show that these compensation systems make use of the EU environmental damage compensation liability legal structure to a large extent, and have sufficient clarity and certainty in the discussion of statutory materials and case law. Hikishima clarified the correlation between value awareness and economic value evaluation by understanding the value awareness and economic value evaluation of the waterfront space created by public projects (Hikishima et al., 2017). Standaert explored China’s highest judicial institution’s call for local courts to accept more environmental cases, responding to the Supreme People’s Court’s call to ”improve the ecological environment at the judicial level, truly safeguard the people’s environmental rights, and ensure the protection of natural resources and the environment” (Standaert, 2016). It is proposed that local courts should accept four types of environmental-related cases, including incorrect implementation of pollution prevention and treatment, development and utilization of natural resources, climate change policies, and compensation for environmental damage.

In this study, the conditional value method is used to evaluate the value loss of ecological environmental damage caused by air pollution, and the value loss of environmental damage caused by air pollution and the main influencing factors are obtained through relevant literature research. At the same time, the relevant ecological environmental damage compensation value evaluation index system is established (Gocheva-Ilieva et al., 2019). This research aims to formulate a corresponding ecological environment damage compensation value evaluation system based on the established value evaluation index system, and to provide compensation to enterprises or individuals that cause air pollution and damage the ecological environment in accordance with the law to strengthen atmospheric environmental supervision and protection (Gao et al., 2017). This study detects the important characteristics of regional air quality changes from the spatial pattern to determine the severity of air pollution and the loss of environmental damage value caused by the use of statistical analysis methods such as empirical orthogonal functions to quantitatively evaluate the value of environmental damage compensation Analyze and clarify the compensation value of all compensation regulations (Zhang et al., 2018). The environmental damage compensation value evaluation system in this study can not only improve the relevant ecological and environmental damage compensation legal systems, and make these systems more convincing, but also can propose some recommended measures for atmospheric environmental protection based on this, and also have some advantages in the protection and governance of the atmospheric environment. important meaning.
