Abstract

This study provides a comparative assessment of the initial long-term demand-side management (DSM) plans of four New York utilities. Several quantitative and qualitative indicators are developed to assess the impact of DSM programs. For example, by the year 2000, the four New York utilities project that DSM programs could produce savings representing between 15 and 60% of their projected peak-load growth for that period. However, there is no consensus among the utilities about the appropriate methods for evaluating programs or deciding on implementation. We suggest criteria against which utility DSM plans should be assessed and apply this approach to the four utilities. We also identify the most important data and analysis needs for improving future DSM plans: improved stock characterization, explicit treatment of independent power production in the resource mix, a comprehensive assessment of the achievable potential for DSM options for all end uses and sectors, research on customer response and other information relevant to DSM options (load shape impacts, incentives required to achieve certain penetration rates), and consistent avoided cost projections.

A review of demand-side management policy in the UK

Demand-side management (DSM) refers to actions undertaken on the demand side of energy metres. A broad definition of DSM is proposed to include current policy objectives for emissions reduction, energy security and affordability, and encompasses energy efficiency, demand response, and on-site back-up generation and storage. The paper reviews the concept of DSM, outlines the historical impacts of DSM globally since the energy crises of the 1970s, analyses UK DSM policy, and examines the influence of EU Directives on UK DSM policy, as the country is currently deciding on how to include the demand-side in its Electricity Market Reform proposals and wider energy policy. Much of the focus of previous research has been on DSM technological trials and modelling studies rather than DSM policy and the paper contributes to filling this gap. Policy recommendations for the UK context are discussed, and it is clear that the success of DSM policies is determined primarily by regulatory support and utility financial incentives. It is important that policy clarity is provided and that current and new policies do not overlap.
Barriers to energy end-use efficiency

Recent findings indicate that some alternative energy promote equity, efficiency, and self-reliance and are both economical and sustainable. The Asian Development Bank therefore initiated a case study to formulate energy strategies which could contribute to the solution of both local and global energy problems. The study focuses on technical and economic details of energy end uses in India. The conclusions, some of which are surprising, are supported by data from several studies. The study recommends a shift to least-cost electricity planning, improving the available database for and information availability about energy, rationalizing energy pricing and related fiscal policies, and achieving energy efficiency by judicious investment in and support of energy forms which will be both sustainable and affordable in the long run.
Environmental concerns regarding electric power transmission in North America

The electric utilities of North America have become ever more interconnected via transmission facilities, largely to insure reliability. Current policy discussions regarding transmission include calls for improved access, increased capacity, and deregulation to facilitate trade in electric power. From an environmental perspective, two issues have been notably absent in much of the debate: (1) a recognition of the full range of environmental impacts related to electricity transmission; and (2) the potential for end-use efficiency to address the reliability and economy requirements that motivate attention to transmission. This paper broaches these issues, starting with an elaboration of the environmental impacts, which range from global and regional effects to local concerns, including the potential health risks associated with electric and magnetic fields. We emphasize that transmission planning should occur as part of an integrated planning process, in which the environmental and social costs of various options are fully considered. We discuss the potential for end-use efficiency to lessen environmental impacts of both transmission and generation. We conclude that there is a need to ensure that environmental externalities and demand-side alternatives are adequately considered when transmission network expansions are proposed.
Review of demand-side data needs for least-cost utility planning

Least-cost utility planning is a new way for utilities and state regulatory commissions to assess consistently a variety of demand and supply resources that cost-effectively meet customer energy-service needs. This new planning paradigm

  (a) explicitly includes conservation and load-management programs as energy and capacity resources;
- 2.
  (b) includes consideration of environmental and social factors, as well as of direct economic costs;
- 3.
  (c) involves public participation; and
- 4.
  (d) includes careful analysis of the uncertainties and risks posed by different resource portfolios and by external factors.
The relative paucity of data on demand-side resources, particularly when compared to the information available on supply resources, poses a significant barrier to integrating these options into utility resource plans.
In this study, we briefly compare the data and assumptions available on supply resources with those available on demand-side resources. We then discuss the types of data that are needed to assess existing patterns and trends in electricity use (baseline data), the costs and performance of demand-side technologies, and the effects of demand-side programs. Our analysis suggests that evaluation of program effects is the area with the greatest need for additional attention.
