Strategic Leadership in Civil Society Organizations: A Research on Turkish Charities Performing International Operations

Abstract

This study aims to investigate how and at what level civil society organizations fulfill strategic leadership implementations. The scope of the study involves Turkish Charities that have international operations under the name of civil society organizations. We have collected the data from the interviews of the charity managers, and we have preferred using the qualitative method. We have analyzed the data with descriptive analysis technique. As a result of the study, we have found out that the charities operating internationally under the name of civil society organizations have fulfilled strategic leadership implementations effectively, in identifying and developing the core competences, forming a sustainable and effective organizational culture, and controlling the strategic activities in a balanced way. On the other hand, we have determined that these organizations cannot implement strategic leadership effectively in identifying the strategic intent of the organization, developing human capital and emphasizing ethical practices in organizational culture. We have also derived from the study that the Turkish charities do not have planned strategic leadership implementations, and the managers have benefitted from strategic leadership implementations depending on the conditions which they are in.

Résumé

La présente étude porte sur la façon dont les organisations civiles mettent des initiatives de leadership stratégique en œuvre et à quel niveau. Elle implique des organismes de bienfaisance turcs réalisant des activités mondiales sous le nom d’organisations civiles. Nous avons recueilli les données d’entrevues menées auprès de directeurs d’organismes de bienfaisance et opté pour la méthode qualitative. Nous avons analysé les données à l’aide d’une technique d’analyse descriptive. L’étude a démontré que les organismes qui réalisent des activités dans le monde sous le nom d’organisations civiles sont parvenus à mettre des initiatives de leadership stratégique en œuvre en identifiant et créant des compétences fondamentales, en créant une culture organisationnelle durable et efficace, et en contrôlant leurs activités stratégiques avec équilibre. Par opposition, nous avons découvert que ces organisations ne peuvent pas mettre d’initiatives de leadership stratégique en œuvre en identifiant l’intention stratégique de l’organisation, en perfectionnant le capital humain et en misant sur des pratiques éthiques dans la culture organisationnelle. L’étude nous a aussi permis de conclure que les organismes de bienfaisance turcs n’ont pas d’initiatives de mise en œuvre du leadership stratégique planifiées et que les directeurs ont profité de celles-ci en fonction des conditions qui les caractérisent.

Zusammenfassung

Ziel dieser Studie ist es zu untersuchen, wie und in welchem Umfang Bürgergesellschaftsorganisationen eine strategische Führung implementieren. Die Studie umfasst türkische Wohltätigkeitsorganisationen, die international unter dem Namen Bürgergesellschaftsorganisationen operieren. Die Daten wurden aus Interviews mit den Geschäftsführern der Wohltätigkeitsorganisationen zusammengetragen, wobei man die qualitative Methode bevorzugte. Die Daten wurden mittels der deskriptiven Analyse untersucht. Das Ergebnis der Studie war, dass die Wohltätigkeitsorganisationen, die international unter dem Namen Bürgergesellschaftsorganisationen operieren, im Hinblick auf die Identifizierung und Entwicklung von Kernkompetenzen, die Etablierung einer nachhaltigen und effektiven Organisationskultur und die ausgewogene Steuerung der strategischen Aktivitäten eine strategische Führung effektiv implementiert haben. Dahingegen kam man zu dem Schluss, dass die Organisationen bei der Identifizierung der strategischen Absicht der Organisation, dem Ausbau von Humankapital und der Betonung ethischer Praktiken in der Organisationskultur eine strategische Führung nicht effektiv implementieren können. Von der Studie lässt sich ferner ableiten, dass die türkischen Wohltätigkeitsorganisationen keine Implementationen zur strategischen Führung geplant haben und die Geschäftsführer die Implementationen zur strategischen Führung in Abhängigkeit ihrer gegebenen Umstände nutzten.

Resumen

El presente estudio tiene como objetivo investigar cómo y a qué nivel las organizaciones de la sociedad civil cumplen implementaciones de liderazgo estratégico. El alcance del estudio implica a organizaciones benéficas turcas que tienen operaciones internacionales bajo el nombre de organizaciones de la sociedad civil. Hemos recopilado los datos de las entrevistas de directores de organizaciones benéficas y hemos preferido utilizar el método cualitativo. Hemos analizado los datos con técnica de análisis descriptivo. Como resultado del estudio, hemos encontrado que las organizaciones benéficas que operan internacionalmente bajo el nombre de organizaciones de la sociedad civil han cumplido implementaciones de liderazgo estratégico de manera efectiva identificando y desarrollando las competencias fundamentales, formando una cultura organizativa efectiva y sostenible y controlando las actividades estratégicas de forma equilibrada. Por otro lado, hemos determinado que estas organizaciones no pueden implementar un liderazgo estratégico de manera efectiva identificando la intención estratégica de la organización, desarrollando el capital humano y haciendo hincapié en las prácticas éticas en la cultura organizativa. También hemos derivado del estudio que las organizaciones benéficas turcas no han planificado implementaciones de liderazgo estratégico y los directores se han beneficiado de implementaciones de liderazgo estratégico dependiendo de las condiciones en las que están.

تهدف هذه الدراسة إلى معرفة كيف وعلى أي مستوى تستوفى منظمات المجتمع المدني تطبيقات القيادة الإستراتيجية. نطاق الدراسة يشمل الجمعيات الخيرية التركية التي لديها عمليات دولية تحت إسم منظمات المجتمع المدني. لقد قمنا بجمع البيانات من مقابلات لمديري الأعمال الخيرية ونحن نفضل إستخدام طريقة نوعية. قمنا بتحليل البيانات مع تقنية التحليل الوصفي. كنتيجة لهذه الدراسة، وجدنا أن الجمعيات الخيرية العاملة التي تعمل على الصعيد الدولي تحت إسم منظمات المجتمع المدني قد إستوفت تطبيقات القيادة الإستراتيجية بشكل فعال في تحديد وتطوير الكفاءات الأساسية، تشكيل ثقافة تنظيمية مستدامة وفعالة والسيطرة على أنشطة إستراتيجية بطريقة متوازنة. من ناحية أخرى، قد قررنا أن هذه المنظمات لا يمكن أن تنفذ القيادة الإستراتيجية بشكل فعال في تحديد الهدف الإستراتيجي للمنظمة، تطوير الثروة البشرية والتركيز على الممارسات الأخلاقية في الثقافة التنظيمية. لقد إستمدينا أيضا من الدراسة أن الجمعيات الخيرية التركية ليس لديها تطبيقات قيادة إستراتيجية تم تخطيطها و المديرين إستفادوا من تطبيقات القيادة الإستراتيجية تبعا” للظروف التي هم فيها.
