Characteristics of multielectron dimples on the surface of liquid helium and those of multielectron bubbles arising in its bulk when the charged surface develops electrohydrodynamic instability are strongly interrelated. This circumstance allows one to explain a number of observable properties of multielectron bubbles in helium.
