Abstract
We are about to walk into an era of AI, and will eventually realize the leap from Internet governance to AI governance. The arrival of new things requires a development and maturation process. Early technology R&D requires “loose soil” to satisfy the endless imagination of scientists, and premature intervention is tantamount to strangling technology in the cradle. However, as technology matures and is ready to grow relentlessly in human society, the absence of a governing body will lead to sluggish industrial application and may lead to problems such as confusion, unclear responsibilities, and moral worries. Therefore, how to exercise proper regulatory and policy support at the appropriate time so as to ensure the innovativeness of AI without harming the human beings who use it so that science and technology maintain vitality without being reckless is the fundamental challenge facing AI governance.
