Abstract
The Japanese government struggled to work with the Democratic administration of Woodrow Wilson, which, while championing the principles of moral diplomacy, had an inherent lack of tolerance for Japan and Asia. In contrast, the Republican administration which replaced it focused on pursuing the practical benefits of diplomacy, setting the stage for the Washington Conference and the establishment of a US-Japan partnership. Chapter 4 describes events from the Washington Conference in 1921–1922 to the London Naval Conference in 1930, examing US-Japan relations in the context of issues arising from developments in China and discrimination against Japanese immigrants in the US, and Japan’s diplomacy under Minister of Foreign Affairs Shidehara Kijūrō.
