Abstract

This article reviews the selection and admission policies of various higher education institutions and systems in the Asia-Pacific region. It is not so much concerned with the mechanics of selection (e.g., public examination, moderation and setting of entry scores for particular courses; see Keeves, 1998) as with the socio-political context in which selection takes place, particularly with respect to access and equity. The article begins with an overview of current issues of concern to selection for higher education. The next section presents a brief summary of what appear to be two important issues for a number of countries in the region: privatisation of higher education and differentiation of institutional type coupled with the rise of distance education and the open university. The article then looks at the case of India as an example of a huge system of higher education attempting to cope with the complex issues of equity and access. The conclusion speculates on what might be the most important issues with respect to selection over the next decade.
