Die EU-Staaten im Vergleich

In der modernen Demokratietheorie besteht übereinstimmung darin, dass die Institutionalisierung allgemeiner und gleicher Partizipationsrechte sowie ihre Nutzung durch die Bevölkerung zu den unverzichtbaren Merkmalen der Demokratie gehören. Robert A. Dahl (1971) beschreibt die Demokratisierung von Staaten als Prozess der Institutionalisierung von Partizipation (Inklusivität) und Wettbewerb (Liberalisierung). Nach Rokkan (1971) vollzieht sich die Modernisierung von Staaten und Gesellschaften als schrittweise Bewältigung von Entwicklungskrisen. Als deren Abschluss sieht er die Lösung der Partizipations- und der Verteilungskrise durch die Institutionalisierung von Demokratie und Wohlfahrtsstaat an.
