Transnationale Parteienkooperation ist kein neues Phänomen, sondern bereits im 19. Jahrhundert seit der Gründung der Ersten Internationalen zu beobachten. Dabei wurde im Rahmen der Komintern und ihrer Nachfolgeorganisation, der Kominform, bereits eine integrierte Willensbildung, wenn auch unter den Bedingungen sowjetischer Hegemonie, erreicht. Transnationale Kooperation nicht-sozialistischer Parteien war zu einem erheblichen Teil die Reaktion auf diese Zusammenarbeit der sozialistischen bzw. kommunistischen Parteien1.
