The authors use the proprietary method of evaluation of the level of succession of all educational levels in the educational system. Based on the method of problem analysis, method of structural and functional analysis, index method, and the method of polygon, which is applied for assessing competitiveness, the authors have developed a method that allows conducting quantitative and qualitative assessment of succession of all levels of education in the educational system. This method includes expert evaluations for assigning scores to the offered indicators of the level of succession of all educational levels in the educational system. Within this mechanism, the necessity is substantiated and the essence of application of the new form management of educational services in Russia in the interested of provision of succession of all educational levels is reflected – integration of educational establishments (self-management).
