Abstract
Political tensions within the Republic of Lebanon often give rise to concerns about the resurgence of civil war. Notwithstanding the seriousness of these concerns, not all of Lebanon’s disasters are political in nature. In recent years, a variety of natural and man-made risks have emerged to threaten Lebanon’s social, economic and political stability. Lebanon’s central government, however, has not undertaken the steps that are necessary to strengthen its disaster management institutions or policies. This chapter reviews the historical development of Lebanon’s civilian disaster management institutions. This chapter also reviews how local communities and civil society organizations might promote disaster resilience in the absence of support and guidance from Lebanon’s central government.
