Abstract

The British Empire was fortunate to be served by pragmatists. Only Alfred Milner insisted on basing his career upon a philosophy of its purposes, seeing them through a veil of mysticism or (as his enemies would say) nonsense. Because he did so he remains an exotic in modern British history, a man who stands at the gate of a path no one else wanted to take.
