1937年7月,中日爆發盧溝橋事變,臺灣進入所謂的「戰爭時期」。日本將南方作戰目標由切斷援華路線修改爲奪取南洋地區,挑戰美國在東南亞的地位。臺灣扮演的角色面臨了轉變,由之前的米、糖等原料供應地被規劃爲南進基地。日本統治者除在各方面動員臺灣提供戰爭需要,加強對臺統制,提升臺灣農、工產業生產能力外,也積極進行防衛設施,以便將臺灣建造成一艘不沉的航空母艦。在此期間,加強軍事設施,強租或強徵民地進行軍事工程之用,或是爲了減少美軍空襲之損害,在臺灣各大城市設立防空都市與防空地帶。這些施設因戰爭形勢日益緊迫,日軍並未像承平時期完成合法的徵地手續,也未做合理的權利補償。 戰後這些軍事用地,不論是日本國有、臺灣總督府所有,或是被日軍強徵使用的民間私有土地,包括土地上日軍原有的軍事設備,都移交給中華民國國軍接收。其中又以空軍接收最多。蓋因日軍在戰爭後期建造許多機場,所以戰後國府空軍接收的營產最多。 本文利用國防部史政編譯局典藏之《國軍檔案》及國史館典藏之《臺灣省行政長官公署檔案》、《臺灣省地政處檔案》,加上政府之出版品、公報等,來探討戰後初期軍事用地的接收與接收過程中發生的糾紛,以明國民政府如何進行軍事接收。
In July 1937, when the Lu Kou Bridge Incident was occurred, Taiwan also entered the so-called ”time of war.” Japan's battle strategy in South China changed from the interception of aids to China into taking over the South Seas as a challenge to the position of the U. S. A. in the Southeast Asia. The role of Taiwan also changed from a supplier of rice and sugar to being a base of South forward. Japan tried to control Taiwan strictly and developed Taiwan’s agriculture and industry more urgently so that it could provide daily necessities during the War. Many defense measures were also taken to make Taiwan a non-sinking carrier along the South Sea. Military measures were enforced, private lands were collected for military purposes, and many air-raid shelters were installed in cities and rural areas. As all these measures were taken in a rush, there were no legal procedures for land requisition and also declined the right to reasonable compensation. All these military measures, whether it was owned by the Japanese government or by the people of Taiwan, were transferred to the Ministry of Defense of the Republic of China after the War. The Air Forces got the maximum sites because Japan had built many airports during the war. This paper uses the ”National Military Archives” at the Bureau of the Compilation of Military History of the Ministry of Defense, ”the Archives of the Office of the Provincial Government of Taiwan,” ”the Archives of the Land Office of Taiwan” and many other publications and gazettes, etc., so as to show a clear picture of how the National Government to conduct military takeover.
