民主深化是台灣民主發展必走的道路,除了選舉與公投之外,台灣民眾更深地參與公共政策的每個步驟無非是最重要的工作。過去十年間政府推動電子化的努力不容抹煞,但是隨著台灣民主深化的呼聲以及國際電子化參與的風潮日益茁壯,我國政府的電子化停留在「管理主義」的窠臼、將民眾看做「顧客」而非「公民」的本質就日益明顯,急需新觀念的引領來改變。本文特別舉出三個歐美目前實行中的電子化參與案例,包括加拿大健保政策國家論壇的電子化、英國蘇格蘭議會的網路民眾參與,以及美國環境保護署的電子化管制規則制訂等,藉由三個簡單的評估點進行討論,我們初步得到下面三項結論:第一我國政府電子化的推動方案當中,應該立即加入電子參與的推動方案,該方案的焦點應集中在除了選舉與公投之外的政策參與電子化的推動之上;第二,電子化參與方案的內涵,應該具備將民眾參與落實在每個公共政策的過程當中,並應修改目前「重管理、輕民主」的評估架構,將電子化參與指標化納入方案管制;第三,電子化參與方案並不能改變社會上因為政策專業以及數位落差所產生參與不平等的問題,因此,方案當中應該特別重視應用ICTs減緩上述參與不平等現象的努力。
In the past, the government of Taiwan has launched various stages of e-government project. However, in these e-government plans, people in Taiwan are treated as ”customers” rather than ”citizens.” In this paper, we use a simple analytical framework to discuss three cases concerning e-participation in three Western countries. They are the Canadian National Forum on Health through the Internet citizen participation, Scottish Parliament's effort to engage citizen though the Internet, and American Environmental Protection Agency's on-line docket system to implement e-rulemaking. At the end, we conclude that in the future, Taiwan's ”next step” e-government plan should encompass the idea of e-participation in order to deepen democracy in Taiwan.
