太陽光電發電系統回饋機制之研究

摘要


全球面臨傳統能源的枯竭的問題外,聯合國氣候變化綱要公約也要求工業國家氣體減量之責任,因此尋求替代的再生能源成為趨勢。以台灣的地理位置來說,適合發展太陽能光電系統,加上永續建築發展的影響下,建築整合太陽光電系統也為國內推動的計畫之一,但經過數據統計的分析,一般民眾裝設系統的意願仍不佳。從工研院推廣的過程中可窺知其目標仍以政府、學校等機構為主要對象,卻少以個人家戶為目標,而有文獻指出「科技的創新與進展不只在實驗室裡發生,一般民眾使者也可能扮演詮釋科技或影響變遷的主題角色」,再加上國內再生能源政策仍在發展中,因此,欲從一般民眾的角度來探討太陽能光電系統回饋制度的影響。藉由情境模擬的分析,了解單一和搭配的回饋制度與成本之互動關係,提供決策者有不同回饋機制之選擇來推動再生能源,並嘗試找出回饋機之之最佳方案。文獻回顧中蒐集國外學者對於建築整合太陽光電系統之文獻及政府所頒發政策,由情境模擬後,了解太陽光電系統回收與發電價格變化情形,經過淨現值之比較,可得知太陽光電回饋機制之優劣。本研究將計算不同費率與機制搭配之結果,提供政府在制定法案時之參考依據。

All conutries are faced the problems of the traditional energies are consuming, even United Nations Framwork Convention on Climate change asks the industry contries to reduce the pollution air, so it is a trend for looking for the subtitution energies. Actually, Taiwan is suitable place and the effect of green architecture to develop solar potovoltaic systems, it result in promoting the plans for Building-integrated photovoltaic systems. After the censusing, the public have lower wills to install the systems, because they needs higher prices. Although, in this research, it will point of view from the public to discuss the effect of financial payback on solar photovoltaic systems. By the analysis of simulation the single case and alternate the cases find out the trend of costs changing. Besides, the research will provide some choices of policy decition to government, and try to find out the best financial payback policy. At last, in this research it will calculate the net presnet value to compare the alternate cases which will suit for the public
