Taiwan is reputed as a Kingdom of Scooters. Every 1.6 person has a scooter in average, which outnumbers any other country in the world. Even though the pollution that gasoline-fueled scooters caused was getting severe, the government had come out "Electric Scooter's Promotion Project" in 1998. The government further executed development plans that were related to the project. However, the plans did not implement effectively and the penetration rate was low. This dissertation/academic research explains the reasons for failing to implement electric scooter project by combining the result of qualitative interviews and quantitative data. From the perspective of technology and social studies to analyze the dilemma of promoting electric scooters and bring up policy suggestions. To offer suggestions to Taiwan on making related policies in the future.
