수도권 대학의 신입생 충원율에 비해 지방대학은 큰 감소를 보이는 등 지방대학이 위기에 직면해 있다. 이러한 문제는 교육뿐만 아니라 지역의 경제발전과 관련되어 있으며, 지방대학의 약화는 지역 소멸과도 연관되어 있다. 따라서 지역 발전을 위해 지방대학 육성 정책이 필요하다. 최근 정부는 RISE와 글로컬대학 30 정책을 내놓았다. RISE는 지방자치단체가 대학을 지원하고 지역 발전과 연계하는 체계를 구축하는 것이고, 글로컬대학 30은 대학 경쟁력 향상과 지방대학 육성을 목표로 지역 발전과 대학의 경쟁력 강화를 동시에 추구하고 있다. 이러한 정책을 통해 지방대학이 지자체의 지원을 받아 인프라 개선과 교육프로그램 개발을 할 수 있으며, 지자체와 대학, 산업체 간의 협력을 통해 지역 경제발전과 정주여건 개선할 뿐만 아니라 지역의 특화 분야에서 세계적인 경쟁력을 갖춘 대학을 육성하여 지방대학의 경쟁력을 강화하고 지역의 혁신과 발전을 촉진할 것으로 예상된다. 이를 위해 대학의 여건과 특성에 맞는 재정지원, 지역혁신 주체간의 협업과 지원체계 구축, 학문 분야의 균형 발전, 안정적인 대학재정지원대책 마련 등의 과제가 남아있다. 지방대학정책의 성공을 위해서는 대학과 지자체 간의 협력과 책임감이 필요하며, 지속가능한 대학 재정 운영의 자율성 확대, 지역인재 유출 방지를 위한 산업체 유치와 지역인프라 개발, 소외된 학문분야에 대한 적극적인 지원 등이 필요하다. 이를 통해 지방대학 정책의 성공적인 안착이 가능해질 것이다.

Compared to universities in the metropolitan area, local universities are showing a large decrease and facing a crisis. These problems are related not only to education but also to the economic development and disappearance of the region. Therefore, a policy that nurtures local universities is necessary for regional development. The Korean government has recently proposed a policy called the "Glocal University 30" with RISE. RISE establishes a system in which local governments support universities and link them with regional development, while "Glocal University 30" aims to improve university competitiveness and foster local universities, simultaneously pursuing regional development and strengthening the competitiveness of universities. Through these policies, local universities can receive support from local governments to improve infrastructure and develop educational programs. Cooperation between local governments, universities, and industries is expected to help develop the local economy and improve settlement conditions. Additionally, it is expected to strengthen the competitiveness of local universities and promote regional innovation and development by fostering universities with world-class competitiveness in regional specialized fields. However, to achieve this, tasks such as providing financial support suitable for the conditions and characteristics of universities, establishing collaboration and support systems among regional innovation actors, balanced development of academic fields, and preparing stable financial support measures for universities remain. Cooperation and responsibility between universities and local governments are necessary for the success of local university policies, expansion of autonomy in sustainable university financial management, the attraction of businesses to prevent the outflow of local talent, development of local infrastructure, and active support for neglected academic fields. Through this, the successful settlement of local university policies will be possible.
