The post-industrial transformation of the world economy, globalization and increased geopolitical competition, primarily for scarce natural resources, require a fundamentally new methodological justification of national natural resource and subsurface management in Russia.
At present we need to solve very difficult task: to restore and strengthen the main sectors of the economy. One of the ways to solve this problem is to ensure rational use of mineral resources and improve the efficiency of enterprises in the mineral resource complex. This will help to stabilize the national economy of the country and raise the standard of population living.
The article identifies the main reasons that determine the methodology of subsurface management: the country's place in the international division of labor; the aggravation of contradictions between the high level of resource intensity of the Russian economy and environmental restrictions; rapidly developing innovative hypercompetition.
The need for innovative changes is due to the main goal - to overcome the rent-oriented model of using the country's mineral resources. In accordance with this, modern interpretations of the concepts of "innovative development of subsurface management" are analyzed, and the concept of "innovative development" is clarified.
It is formulated that each subsequent technological mode is based on an original system of nature management. Six most relevant characteristic features of the economic category "innovation" are identified. The necessity to consider the innovative development of nature management as a progressive development of the mineral resource sector is formulated.
