SOLVING OF INADEQUACY IN SOUTH EAST EUROPE REGION
Abstract— Cross-regional adequacy assessments are performed weekly on European level according to methodology developed within ENTSO-E project Short Term Adequacy – STA. Adequacy of some area is considered as satisfied if available generation capacity and import from other areas (that have surplus of available generation capacity) meet load of that area. Bounding factors for import/export are Net Transfer Capacity (NTC) values.
According to STA business process, after estimated unsatisfied adequacy in cross-regional adequacy calculation, it is needed that Regional Security Coordinators – RSCs apply methodologies for regional adequacy assessments with the aim of inadequacy problem solving. The first step in regional adequacy assessment are actions undertaken by TSOs having effects on generation capacity increasement, consumption reduction or transmission capacities increasement. If consumption of given area stays unsatisfied, even after these measures, RSCs undertake other actions, either on a regional level or by coordination with other RSCs.
Aim of the paper is giving a proposal for inadequacy solving in South East Europe region, taking into account specifics of given region. Via simulation of transactions from the areas with surplus of available generation capacity to area(s) with unsatisfied adequacy, it is possible to determine power flow distribution on all referent borders. Transaction set for inadequacy solving is proposed in the way that total power flow difference caused by these transactions is minimal.
