ABSTRACT

The innovation economy policy as a state instrument is used to enhance Russia’s political and strategic presence in Eurasia and beyond. This chapter attempts to explore Russian innovation cooperation in Greater Eurasia through the framework of the innovation system based on the work of both Diesen and Sokolov et al. The federal laws and their amendments as regards economic policies are also referred to in this chapter. The objectives driving Russia’s economic statecraft towards the region aim to resolve territorial disputes with Japan, establish peace on the Korean peninsula, increase Russia’s presence in the Asia-Pacific region and forge broader Eurasian integration and East Asian connectivity. The Russian Federation has gone for a long-term strategic commitment with China as seen from a US $400 billion gas pipeline deal signed in 2014, whereby Russia agreed to supply gas for a period of 30 years and also to build pipeline infrastructure to transport the gas.
