This chapter reviews human sensitivity to and toleration of different risks. Awareness of risk tolerance is useful strategically because the strategist normally would seek to control intolerable risks but not control tolerable risks. To control all risks would be more burdensome and unnecessary, although more sensitive stakeholders may force us to do so. Sometimes the security and risk manager's job includes managing the sensitivities of different stakeholders in order to mitigate the dysfunctions associated with distorted sensitivities.
