Abstract:Taking comprehensive benefits as the target layer, and water resources utilization, economic, social and ecological benefits as the criterion layer, an evaluation index system of for Linhai City water resources allocation scheme was established, and four regional water resources allocation schemes under the idea of co-governance on five water categories were evaluated based on the improved TOPSIS. The results show that the scheme 4 is the best, which is to promote water-saving, to strengthen the development of water resources, and to ensure the ecological water demand. The aim of this study is to provide the theoretical support for the all-round development of Linhai City’s economy, society, resources, and environment.
