The purpose of this study is to examine the social impact of the corona virus on foreigners residing in Japan and Koreans residing in Japan. As for the research method, the social impact was considered through the review of existing studies and the content analysis of corona-related newspaper articles. The research results are as follows. First, in general, the discrimination and exclusion of foreigners living in Japan before the corona crisis in Japan has been explained as being caused by three social barriers (language, system, mind). These factors have been strongly explained as the ‘player of economic adjustment’ of the social environment in relation to the various social discrimination and exclusion faced by foreigners living in Japan. Second, social discrimination and exclusion are a new social and environmental factor in Japanese society that foreigners living in Japan are facing after the corona crisis. Third, the Japanese government is facing criticism that the conclusion that the Japanese government’s exclusion from the corona subsidy for Chosun University was an extension of the attack and exclusion of Chosun schools because it was ‘various schools’ was first decided and the reason was made later. This is a reiteration of the Japanese government’s existing views on discrimination in Korean schools, and it can be said that it does not take into account the social environment of the corona crisis at all. In conclusion, although the Japanese government is pursuing an immigration policy of multicultural coexistence and coexistence in its policy for foreigners residing in Japan, it is thought to show the limits of its inclusion policy that does not take into account the social environment caused by the corona virus. The limitations of this study were limited to some of the social impact of foreigners living in Japan and exclusion of subsidies for Japanese-Koreans due to the corona virus, so various social issues could not be addressed. In the future, it is thought that a multifaceted examination of these issues is necessary.

이 연구의 목적은 코로나로 인하여 일본거주 재일외국인 혹은 재일동포들에게 미친 사 회적 영향을 살펴보는 데 있다. 연구방법은 기존연구의 문헌검토와 신문과 방송을 통해 보 도된 코로나 관련 기사 내용의 분석을 통한 사회적 영향을 고찰하였다. 연구결과는 다음과 같다. 첫째, 일반적으로 일본에서 코로나 사태 이전 재일외국인들의 차별과 배제는 언어의 벽, 제도의 벽, 마음의 벽 등 3가지의 사회적 벽에 의해 발생한 것으로 설명되어왔다. 이러한 요 인들은 재일외국인들이 직면한 각종 사회적 차별과 배제에 대하여 사회적 환경이라는 ‘경기 조정의 역할자’로 설명되어온 측면이 강한 것으로 나타났다. 둘째, 코로나 사태 이후 재일외국인들이 직면하고 있는 일본 사회에서의 사회적 차별과 배제는 새로운 사회적 환경의 출현이라는 ‘코로나의 요인’으로 돌릴 수 있는 원인을 제공하 고 있는 것으로 나타났다. 셋째, 일본 정부의 조선대학교 대상 코로나 학생지원금배제 사례는 ‘각종학교’라는 이유로 조선학교에 대한 공격과 배제의 연장선에서 제외대상이라는 결론이 먼저 결정되었고 나중 에 그 이유가 만들어졌다는 비판에 직면하고 있다. 이것은 일본 정부의 조선학교 차별에 대 한 기존 견해를 되풀이하는 것으로 코로나 사태라는 사회적 환경을 전혀 고려하지 않는 주 장이라 할 수 있다. 결론적으로 일본 정부가 재일외국인 정책에서 다문화 공생과 공존의 이민정책을 지향하 고 있지만, 코로나로 인한 사회적 환경을 무시한 재일외국인의 이민자 포용정책의 한계를 보여주고 있는 것으로 생각된다. 본 연구는 코로나로 인한 재일외국인의 사회적 영향과 재 일동포 지원금배제에 관한 일부 내용에 국한하여 다루었으며 다양한 사회적 문제까지는 다 루지 못했다. 향후 재일동포가 집거하고 있는 도쿄, 오사카, 나고야 등 지역적 확대와 지역 별 코로나의 사회적 영향에 대한 다각적인 검토가 필요할 것으로 생각된다.
