Abstract: Mentality Governance is a governance path to solve public affairs through affecting human mentality via nonmaterial and non- compulsive means,by which public administrators fill social need into persons and affect their attitude to different needs in order to make them restrain some needs of their own accord.Advantage of Mentality Governance to Material Governance is to reduce reliance of public administration on material resources.There are four models of Mentality Governance so far which includes ideology model,ethic model,religion model and science model.Current Chinese public administration as a subject learned from western developed countries has been neglecting Mentality Governance.Chinese public administration as a subject should break spell of mechanizing materialism and resume Chinese tradition to pay attention on Mentality Governance and exploit new frontier of public administration.
