문화도시 사업이 지향하는 사회적 가치에 대한 이해

유럽문화수도와 한국의 문화도시 사업의 전개과정에 대한 비교를 바탕으로

도시 공간에서 다양한 사회집단들을 대상으로 포괄성과 복합성을 갖고 추진되는 문 화도시 사업은 사회적 가치와의 관련성이 큰 영역이다. 한국의 문화도시 사업은 유럽 문화수도 사업의 변화과정을 참고하면서 성장해 왔으며, 최근 문재인 정부에 들어서 사업의 체계성이 강화되면서 본격적으로 추진되고 있다. 본 연구에서는 유럽문화수도 사업과 한국의 문화도시 사업의 진행 과정을 비교함으로써 각 사업에서 사회적 가치의 중요성이 어떻게 강화되었는지를 분석하였다. 유럽문화수도 사업이 예술 이벤트 중심 에서 도시재생의 수단으로 발전하면서 사회적 관점을 바탕으로 폭넓은 참여에 의한 거 버넌스 구축을 통해 사회적 가치를 증진시킨 것처럼, 한국의 문화도시 사업도 균형발 전차원의 인프라 구축 사업에서 지역의 폭넓은 참여와 사회적 발전에 초점을 맞춘 사 업으로 진화함으로써 사회적 가치 지향이 강화되었다. 두 정책 사례의 분석을 통해서 문화도시의 사회적 가치가 도시재생, 포용적 시민참여와 거버넌스 구축, 과정 중심 지 향에 의해서 구체화되고 있음을 알 수 있다.

The building of cultural city has an affinity for the pursuit of social value, since it encompasses a variety of social groups in urban spaces. As a preceding model of cultural city the development of European Capital of Culture(ECOC) has influenced on shaping the policy for Korean Cultural City(KCC). This study compares two cases with respect to how social value of cultural city gets increasingly important after providing explanations for their establishment. Social value of ECOC has been increasingly reinforced through civic participation and the forming of cultural governance, as ECOC has developed from high-profile art events toward urban regeneration model based on cultural governance. Similarly, social value gains more importance in KCC evolving from hardware oriented projects aimed to promote a balanced development of the national land planning toward societal development model with a wide range of civic engagement. This comparative study illuminates how social value in cultural city is pursued through urban regeneration, inclusive civic participation, governance formation and the process orientation.
