본 연구는 충남지역 제조업의 대중 수출입 구조를 무역의존도, 분업관계, 무역특화 제품군, 비교우위 분석 등을 통해 살펴보고, 한중 FTA 발효가 충남지역 제조업에 미치는 영향을 실증적으로 분석하였다. 먼저 충남지역 제조업의 대중 무역 구조 특징을 요약하면 다음과 같다. 첫째, 충남지역의 대중국 무역은 일부 품목에 집중된 높은 수출 의존도를보이며 대중국 교역 상위 20개 품목이 수출 또는 수입에 완전 특화되어있는 등 국제적 분업관계를 형성하기보다는 일방적 무역(one way trade)형태를 띠고 있다. 둘째, 무역특화지수를 분석한 결과, 대중 수출특화 제품군(2014년 기준)은 전자부품, 석유화학제품, 산업용 전자제품, 정밀기계, 광물성 연료, 수송기계 등이며 수입특화 제품군(2014년 기준)은 철강제품, 전선, 비금속광물, 가정용 전자제품, 비철금속제품, 기타화학공업제품, 가구 등이다. 셋째, 2003∼2014년중 평균 현시비교우위지수 분석결과, 산업용전자제품, 석유화학제품, 광물성연료, 정밀기계, 기초산업기계, 기타기계류, 가구, 전선, 중전기기, 산업기계, 비금속광물 등의 지수 값이 1보다 높아 충남지역이 중국보다 비교우위가 있는 것으로 나타났다. 전자부품은 2010년이후 1이상의 지수 값을 유지하고 있으나 광물성 연료, 정밀기계, 기초산업기계, 기타기계류, 가구, 전선, 중전기기, 산업기계 등 수출 제품의 비교우위는 하락 추세인 것으로 나타났다. 한중 FTA 발효에 따른 영향을 분석하기 위해 충남지역의 대중국 수출수요 가격탄력성을 이용하여 상위 20대 교역 품목의 관세 철폐 효과를 분석한 결과, 관세 철폐의 수출 증대 기대효과는 2014년 기준 약 25억 7천만 달러(8.9%),수입 증대 효과는 약 9천 8백만 달러(3.6%)에 달할 것으로 예측되는 바, 이는 2014년 기준 무역수지 흑자의 7.5%를 증가시키는 동시에 2013년 기준 충남 GRDP가 약 2.6% 성장하는 효과와 같다. 충남지역에 미치는 산업별 효과가 차별적으로 나타날 수 있기 때문에 이에 대한 대응이 필요하다. 따라서 한중 FTA 발효가 충남지역의 각 제조업에 미치는 효과를 고려하여 실질적 관세 철폐를 유도할 추가 협상 등 대응전략 및 활용방안을 마련할 필요성이 커지고 있다.

This study not only examined trade structures between China and Chungnam province but also empirically analyzed the impacts of Korea-China FTA on exports and imports to China in Chungnam province manufacturing industries. South Korea. First of all, the summary of trade structure changes in this province is showed that Chungnam industries have the high degree of dependence upon China’s market and much more one way trade structures to China than large production network. As a result of an analysis of the trade specialization index(TSI), export specific products are electronic components, petrochemical products, industrial electronics, precision machinery, mineral fuels, transport machinery parts and import specific products are the steel products, other nonferrous metals, nonmetallic mineral, household electronics products, other chemical industries, furniture in Chungnam province. The analysis of revealed comparative advantage(RCA) means that Industrial electronic goods, petrochemicals, mineral fuels, precision instruments, industrial machinery, furniture, industrial, heavy electric machinery, industrial machinery, nonmetallic mineral have comparative advantages in this area. Also we used partial equilibrium model, which is estimated by the elasticity of demand exports, to analyze the effects of the Korea-China FTA on Chungnam province. The tariff elimination effect of the top 20 trade items is estimated about US $ 2.5 billion (8.9% of total exports based on 2014), imports to reach about US $ 98 million (3.6% of total imports at same year). These results mean that trade surpluses increase 7.5% in 2014 and Chungnam GRDP on based 2013 equal to increase 2.6% growth rate. Therefore, taking into account the effects, Korean central and Chungnam province government need additional negotiation strategies and device policies to substantial tariff elimination on each manufacturer’s Chungnam Province.
